Changing the state you reside in will have no effect on your federal student loans..
You can go to any college within the US and use your student loans to pay for them..

If you’re referring to a federal stafford loan, then the answer is No, the procedure is not different because it’s still the same type of loan because you are still in the USA.
I’m not sure what you mean by "do your loans still count?" If you took out a student loan, then you are responsible still for that loan…it doesn’t matter if you move to Africa, that loan still needs to be paid off regardless.
